Advance voting by mail begins Wednesday in Reno County

HUTCHINSON, Kan. — Wednesday begins the process of advance voting in Reno County. According to County Elections Clerk Jenna Fager, mail-out ballots go out today with in-person advance voting starting Oct. 22.

Fager says the clerk’s office continues to be very busy with mail-out ballot requests and registrations.

Fager says some of the activity can be attributed to a website called KSvotes. The non-profit site allows potential voters to register online. The site is not part of the secretary of state’s office.

All mail-out ballots must be returned to the clerk’s office by 7 p.m. election day or must be postmarked by that date. Those postmarked can be accepted until Friday, Nov. 9.


New Hutchinson police chief begins duties Wednesday

HUTCHINSON, Kan. — The new police chief for the city of Hutchinson begins his duties Wednesday.

Jeff Hooper will take over the department from Dick Heitschmidt, who recently retired.

Hooper has served as a captain with the joint Riley County-Manhattan Police Department. That included 27 years in law enforcement and 14 as captain.

He was actually a finalist for the chief’s position with that department, but withdrew his name from consideration to take the job in Hutchinson.

He was originally supposed to start on Monday, Oct. 22, but — according to City Manager John Deardoff — Hooper apparently changed that and will start early.

The department has been led by Interim Chief Alan Stoecklein.

City levee system sprouts a few leaks, but otherwise holds up against flooding

HUTCHINSON, Kan. — They are still waiting for the water to fully recede, but Hutchinson Public Works says — for the most part — the city’s levee system held up to some of the largest flooding in more than 10 years.

City Engineer Brian Clennan says they will have to wait for the Arkansas River and Cow Creek to fully recede to completely inspect the levees.

Clennan says they did have some damage done to the levee on the South Hutchinson side when water began to flow through the dike around several 48-inch pipes that drain into the river. That area was repaired. Clennan also says several drainage gates that lead into the flood canal were blocked off by high water, which caused them to back up and damage a few areas. Clennan says the city used sand bags to hold the water in check in those areas.

As far as roads and bridges are concerned, Don Brittain of Reno County Public Works reports that one small bridge near Arlington had the road wash away at the approach. Other than that, Brittain says most damage is confined to township roads. The extent of that damage won’t be known for a few days while the water recedes and the roads become usable again.

Reno County case to be considered by Supreme Court

TOPEKA, Kan. — The Kansas Supreme Court announced its docket for the rest of the month. It includes a case from Reno County.

The state has requested a petition of review in the case against Grant Wilson.

He was convicted of one count of aggravated indecent solicitation of a child for a case from 2007. On appeal, Wilson contended the district court’s order for lifetime post-release supervision was grossly disproportionate to his offense and unconstitutional.

Wilson also alleges that he was prejudiced from prosecutor’s misstatements made at the post-sentencing hearing. At that hearing, the district court imposed the lifetime post-release supervision.

A Court of Appeals panel majority ruled that the prosecutor committed reversible misconduct during the post-sentencing hearing when they argued facts not in evidence and incorrectly stated the facts from an appellate case.

The dissent stated the court should have ordered the parties to address what should be the appropriate standard of review for claims of prosecutor error arising during argument to the bench.

The high court must decide whether the prosecutor in the case committed planned, prejudicial and reversible misconduct.

The case will be considered Oct. 24 at the Kansas Judicial Center in Topeka.

Wilson is on parole for post-incarceration.

Wichita man killed in 1-vehicle accident

RENO COUNTY — Sheriff’s Officers were advised of a vehicle in a field yesterday morning just south of the Arkansas River bridge on Haven Road.

Officials found a car with major damage that was unoccupied. Officers conducted a search of the area. A short time later, the driver was located and pronounced dead at the scene. The driver was identified as 38-year-old Robert Dale Beatty II from Wichita.

It appears the vehicle was northbound on Haven Road when Beatty lost control and went off the west side of the road. The vehicle then came back onto Haven Road and again exited the road on the east side. The vehicle struck the levee and went airborne, then rolled several times before coming to rest in a field. The accident is still under investigation at this time.

Beatty’s mother had made a missing person’s report in Wichita since her son had not been seen since 8:30 p.m. Monday.

New Hutchinson police chief officially sworn in

HUTCHINSON, Kan. — Hutchinson’s new chief of police is now officially on the job.

Jeff Hooper was sworn in before a packed city council chamber.

Hooper takes over the department from Dick Heitschmidt, who recently retired.

Hooper talked to those in attendance about his decision to come to Hutchinson:

 

Hooper also told the crowd that he will hold officers to a high standard and talked about three core values he believes in:

 

Hooper served 14 years as captain with the joint Riley County-Manhattan Police Department. He has 27 years of experience in law enforcement.

He was asked if he would like to bring any program to Hutchinson that was used in Manhattan. He talked about a system they called the repeat offender program. It focuses on offenders in the community who constantly commit crime. He says they worked with the county attorney in Riley County to ensure repeat offenders wouldn’t get any breaks:

 

He gave an example of a woman who was committing as many as 10 property crimes per week. Under the program, she is now serving 10 years in prison.

Hooper also wants to work with community members to get their input on what they see as issues in the community that need addressed.

HFD Wet Down will officially welcome new truck

HUTCHINSON, Kan. — The fire department will be holding a community Wet Down at 5:30 p.m. Thursday at Fire Station 3, 100 E. Ave. E.

The ceremony will officially place the new fire truck into service. Truck 3 was recently delivered to Hutchinson and crews have been training this week on the new unit.

Officials will put the new truck in service and remove a 1998 aerial platform from service.

The ceremony includes the wet down, a blessing, a community push in and community truck drying. There will also be light refreshments served.

The public is invited.

Poplar closed from 11th to 13th starting Wednesday

HUTCHINSON, Kan. — An area of Poplar Street will be closed starting Wednesday.

Hutchinson Public Works says Poplar, between 11th and 13th avenues, will be closed while work crews construct a storm sewer.

The work will take about a week to complete.

Town Club will close at month’s end

HUTCHINSON, Kan. — What has been a part of Hutchinson for more than seven decades ended Tuesday night when members of the Hutchinson Town Club voted to cease the organization and close for good.

The special meeting and vote comes after the announcement was made by the club last month that it would close pending the vote. Indications that the club would close started to surface earlier this summer. The announcement came last month that a vote would be taken to decide the future of the club, which has been around for 71 years.

Sixteen jobs will be eliminated with the closing on Oct. 31.

Kan. woman hospitalized after SUV hits guard rail, spins in the air

MCPHERSON COUNTY— One person was injured in an accident just after 8a.m. Thursday in McPherson County.

The Kansas Highway Patrol reported a 2016 Toyota RAV 4 driven by Karen S. McKenzie, 59, Wichita, was westbound on Kansas 61 one mile NE from 14th Avenue.

The SUV left the north side of road, hit the guard rail, spun in the air and landed in the westbound driving lane.

McKenzie was transported to the hospital in McPherson. She was properly restrained at the time of the accident, according to the KHP.

Over $600K collected for back property taxes with sheriff’s sale

HUTCHINSON, Kan. — The annual Reno County Sheriff’s Tax Sale resulted in the county collecting around $158,000. That included a vacant lot that sold for around $5, to a home that sold for $29,000.

Fifty-two properties were sold at auction, according to County Counselor Joe O’Sullivan. He says others paid their taxes just before the sale.

Total collections for taxes and for those who paid before the sale totaled around $603,000.

Status hearing in murder case scheduled for Friday

HUTCHINSON, Kan. — A 20-year-old man arrested in association with a fatal hit-and-run accident could find out Friday when his trial starts.

Taylor Lukone is accused of murder from an incident that occurred on Sept. 21, 2017, in the 1200 block of East 4th.

At around 1 a.m., officers were called to the report of a bicyclist who had been struck by a vehicle that fled the scene. Parts of the suspect’s vehicle were left at the scene of the collision, according to police.

Lukone was driving to get cigarettes and spotted 51-year-old Jose L. Lopez riding his bicycle. Lukone got angry over the way Lopez had supposedly treated his mother and intentionally struck him. He then left the scene. His car was found by police at a residence on East 6th. Lukone claimed his car had been stolen, but later changed his story.

The case is pending trial and was continued earlier this year.

2 arrested for drugs and stolen antique guns

SOUTH HUTCHINSON, Kan. — Two people arrested by South Hutchinson Police Wednesday made their first court appearance on a number of charges involving guns and drugs.

Catherine Kurtz, 34, and 29-year-old Charles Michaels face possible charges of possession of methamphetamine, possession of Alprazolam, possession of drug paraphernalia and possession of stolen property. Michaels was also arrested on a charge of being a felon in possession of a firearm because of a burglary conviction in Texas.

Kurtz and Michaels went into Shooter’s Supply earlier this week looking for parts for antique shotguns. The operator of the store told officers that a friend of his recently had some antique shotguns stolen from a building he owned. That man later identified the guns in the couple’s van as the ones that were stolen from him.

A search of the van also led to the discovery of drugs, drug paraphernalia and several counterfeit $100 bills.

Kurtz is jailed on a bond of $11,000. Michaels is jailed on a bond of $12,500.

Both should be back in court next week.

Hutch High College Planning Conference slated for Monday

HUTCHINSON, Kan. — The annual Hutchinson High School College Planning Conference will be held next Monday from 9:15 a.m. to 11 a.m. in the Salthawk Activity Center on the HHS campus.

Officials with the district say they expect more than 50 college representatives from Kansas and the Midwest. The military will be available to assist juniors and seniors with their post-high-school plans.

Students from Buhler, Haven, Nickerson and Trinity high schools are welcome to attend as well.

The College Planning Conference is an opportunity for students and parents to gather information about college and view books, applications and other information from colleges. Students can ask questions in a casual, fair-type format.

Parents are also welcome to attend this event.

Pres. Trump approves disaster declaration for September flooding

WASHINGTON —President Donald J. Trump declared that a major disaster exists in the State of Kansas and ordered Federal assistance to supplement State and local recovery efforts in the areas affected by severe storms, straight-line winds, and flooding from September 1 to September 8, 2018, according to a media release Friday from the White House.

Federal funding is available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, straight-line winds, and flooding in the counties of Barber, Clay, Kingman, Kiowa, Marshall, Pratt, Rice, and Riley.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Brock Long, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Paul Taylor as the Federal Coordinating Officer for Federal recovery operations in the affected areas.

Additional designations may be made at a later date if requested by the State and warranted by the results of further damage assessments.


Police called to Yesway for robbery

HUTCHINSON, Kan. — Police were called to the Yesway convenience store at 11th & Severance around 12:30 p.m. Friday on the report of a possible robbery, but no robbery occurred.

According to Police Capt. Troy Hoover, a man came into the store and locked the door behind him. Someone in the store thought a robbery was about to occur, so they called 911.

When police arrived, they determined the man was suffering from some sort of mental or drug-induced issue. He was taken to Hutchinson Regional Medical Center for a mental evaluation.

Hoover says there was no robbery, no weapon and no threats made from the incident.

MCPHERSON COUNTY  — Law enforcement authorities are investigating a robbery and have two suspects in custody.

Just after 3 a.m. Friday, police were dispatched to a report of an armed robbery at Holiday Inn Express Hotel, 2302 E. Kansas Avenue in McPherson, according to a media release.

The hotel clerk reported that two black males came into the hotel, with their faces covered, armed with a handgun and demanded money.

The clerk complied and gave the suspects $171.00 cash from the cash register. One of the suspects took the clerk into a back room, while the other suspect attempted, unsuccessfully, to break into an ATM inside the hotel, causing damage to the ATM.

The suspects then fled from the hotel. The clerk told officers, she recognized the clothing one of the suspects was wearing, a red hoodie, as that of a black male, who had been in the hotel just prior to the robbery and left in a red SUV. 

While responding to the report of the robbery, police observed a red Saturn Vue SUV, with the back license plate covered by a plastic bag, traveling west on Kansas Avenue from the area of the Hotel.

Officers also saw a red hoodie lying in the street on Kansas Avenue, where the SUV had traveled.

Officers stopped the SUV in the 200 Block of South Maple Street and identified the driver as 18-year-old Rodric D. Artmore and his passenger, as 19-year-old Brian Ard Jr., both from Texas. Officers found a handgun and cash in the SUV. Officers arrested Artmore and Ard for aggravated robbery, kidnapping, and criminal damage to property. Artmore and Ard were booked into the McPherson County Jail, with their bond set at $20,500 each. Follow-up Investigation continues by the McPherson Police Department Investigations Section.

In August, Central Christian announced Rodic Artmore a 6-foot-1 guard from Dickinson High School in Houston, TX and Brian Ard, a 6-foot-1 guard from North Shore High School in Houston, TX., were joining the basketball team.

Reno County sheriff’s deputy injured after colliding with 3 horses

HUTCHINSON, Kan. — Around 8 p.m. Thursday, Reno County sheriff’s deputy John Hendricks was on routine patrol on east 4th in rural Reno County.

As he approached Augustine Drive, he encountered three adult horses walking on the roadway in front of him. This area is approximately 1 ¾ miles east of the city of Hutchinson and is not well lit.

The deputy was unable to stop before colliding with the horses and struck all three of them. He was transported to Hutchinson Regional Medical Center for his injuries and suffered minor cuts to his face and arms. He was quickly released.

A veterinarian was called to the scene by the owner of the animals. Two of the horses had mutable injuries, one was considered critical by the veterinarian. It’s unknown what injuries the third horse sustained. The Explorer the deputy was driving was heavily damaged in the wreck.

Unemployment numbers show some improvement

TOPEKA, Kan. — The latest unemployment numbers were released Friday and show Hutchinson at 3.4 percent, a rate that has improved from the 4 percent rate in August. It’s slightly better than the 3.6 percent rate from September of last year.

The county’s rate was at 3.1 percent last month compared to 3.8 percent in August and 3.5 percent in September of last year.

There were 958 residents of the county looking for work last month. Most of them live in Hutchinson.

The state reported a seasonally adjusted unemployment rate of 3.3 percent in September. This was unchanged from August and down from 3.6 percent in September of 2017.
