Communities That Care receives opioid grant

HUTCHINSON, Kan. — Communities That Care announced Friday that it received a CARA grant. The purpose of this program is to prevent and reduce the abuse of opioids or methamphetamine and the abuse of prescription drugs.

Communities That Care will partner with the Hutchinson Clinic — in conjunction with its new opioid policy — and the South Hutchinson Police Department to implement evidence-based strategies to prevent the misuse and abuse of prescription drugs in Reno County over the next three years.


Winds of change could be coming for area golf courses

HUTCHINSON, Kan. — Two of the four golf courses in the Hutchinson area could change ownership in the future. Cottonwood Hills and Crazy Horse in the Highlands were both listed on real estate websites. However, according to Lane Neville, the real estate agent in charge of Cottonwood Hills, that course is currently off the market. According to several real estate websites, the Cottonwood Hills golf course and adjacent property was listed as late as July 16 for an asking price of $2.29 million.

Neville says while there has been some interest in the property, the bank that currently owns it has taken it off the market. How that progresses in the future isn’t known.

As far as Crazy Horse goes, owner Jon Mollhagen is listing the 18-hole course north of Hutchinson for $3.7 million.

Less than two years ago, rumors surfaced that Cottonwood Hills was for sale. However, at that time, Neville said that was not true. A year later, the property was back in the hands of the Bank of Camden of Tennessee. The bank, now known as Apex Bank, originally purchased it at auction in 2012. It was then purchased by Wichita developer Drayton Alldritt. The course, which opened in 2007, was closed after Neville could not secure the necessary funding to keep the project moving forward. The course was closed from 2012 through 2015, then reopened under Alldritt’s leadership.

Crazy Horse, or the Highlands as it has been known for years, was purchased by Mollhagen in 2016. The golf course, which opened as Panganica in 1972, has been in and out of financial trouble. At one point, the county ended up footing the bill for the course and its infrastructure costs after the developer could not finance the project.

That past also had the county reluctant to give Neville any leeway in getting the proper permits and financing in place to provide the infrastructure for Cottonwood Hills. Neville’s inability to get the security deposits in place for the infrastructure kept the development from reaching its full potential.

Fireworks accident injures 1

INMAN, Kan. — An accident at Showalter Fireworks Monday morning left one person injured.

Reno County EMS was called out to the facility around 10:12 a.m. just north of the Reno-McPherson county line to the report of employee that was burned.

The accident apparently happened when black powder that was being burned off flashed suddenly, causing burns to the employee’s arm and leg.

The victim, 39-year-old Jason Ukele of Salina, was airlifted to the burn unit at St. Francis Hospital in Wichita following the incident.

Amtrak changes train schedule in Hutchinson

HUTCHINSON, Kan. — The work that has gone into line improvements for Amtrak’s Southwest Chief in Kansas, Colorado and New Mexico is showing up on the train’s schedule.

While it certainly doesn’t make getting up in the middle of the night any easier to catch the train, the eastbound Chief now comes in 42 minutes earlier than before. Until last week, the train came into Hutchinson at 2:19 a.m. The train now comes into Hutchinson at 1:37 a.m., provided it’s on time.

Since no new track work was done east of the city, the westbound train still comes into Hutchinson at 3:20 a.m.

The new schedule reflects the increase in train speeds in Kansas and Colorado due to the upgrades that came from federal transportation grants.

Tyson 3Q numbers mixed; prepared foods division strong

HUTCHINSON, Kan. — The earnings session continued with Tyson Foods releasing its third quarter report. The Arkansas-based company reported fiscal third-quarter profit of $541 million, compared to $448 million in the third quarter of 2017.

Net income was $1.47 per share compared with $1.21 per share last year. Total revenue was $10.05 billion, which was better than the $9.8 billion in the same period last year, although it did fall short of expectations.

In the Prepared Food segment, which encompasses the two Tyson plants in the area, sales totaled $2.1 billion compared with $1.9 billion last year — an increase of more than two percent. Income for prepared foods totaled $243 million, which is an 11 percent increase over the same period in 2017 of $174 million.

Berkshire Hathaway, BNSF Railway and grocery giant Kroger have not reported quarterly earnings yet.

City Council ready to approve budget for publication

HUTCHINSON, Kan. — The Hutchinson City Council will set a date for a public hearing on the 2019 budget during Tuesday’s agenda session.

The budget for this year, including Hutch Rec, totals $88,063,217 on taxes levied of $14,820,285.

With that, the mill levy will increase slightly from 47.7 to 47.8 mills. The city made major budget cuts eliminating 10 positions, including the Assistant City Manager position and Downtown Development along with positions in other departments. It also made cuts in outside agencies and increased usage fees for city facilities as the council wanted an ending balance in excess of $4 million.

Also Tuesday, the council will consider two resolutions designating the annual Rod Run and Brewfest as special events. The council will seek approval on a request to rezone a small parcel of land along West 13th that will eventually become extra parking for Elliott Mortuary.

Tuesday’s meeting of the Hutchinson City Council begins at 9 a.m. in the city offices.

Ex-convict in more trouble for gun possession

HUTCHINSON, Kan. — A 51-year-old man on parole for a 1991 case is in more trouble after a new arrest involving weapon theft.

Eric Harbacek made a court appearance Monday. He wants to represent himself on the new charges.

He’s being charged by the state with criminal possession of a firearm for allegedly having a rifle despite prior convictions for a person felony. The latest crime occurred on July 26.

He also faces charges for allegedly stealing some firearms from a building he is supposedly going to rent for a barber shop. This occurred around July 16. In court, he denied that he stole the weapons. Harbacek said he did have them moved to a location in Careyville, where they were being stored.

Magistrate Judge Cheryl Allen set a hearing for Wednesday afternoon to discuss Harbacek’s request to represent himself.

Primary election has local and state races

HUTCHINSON, Kan. — Several local state and national positions are up for election during the primary.

For the U.S. House of Representatives, incumbent Roger Marshall is being opposed by Inman resident Nick Reinecker.

The race for governor is heavily contested. On the Democrat side, Arden Andersen, Jack Bergeson, Carl Brewer, Laura Kelly and Josh Svaty make up that side of the ballot. On the very-crowded Republican side, the ballot includes Gov. Jeff Colyer, Kris Kobach, Jim Barnett, Tyler Ruzich, Pat Kucera, Ken Selzer, and Joseph Tulera.

In the race for Secretary of State, Republicans in the race include Randy Duncan, Keith Esau, Craig McCullah, Scott Schwab, and Dennis Taylor.

In the race for Attorney General, incumbent Derek Schmidt will be opposed by out-of-state candidate Vermin Supreme.

There is a race on the Republican side for Insurance Commissioner, where Clark Schulz and Vicki Schmidt are on the ballot.

Closer to home, the race for the 104th district seat in the Kansas House includes incumbent Steven Becker and Paul Waggoner. The Reno County Commission seat in the first district features Ron Sellers and Kris Knowles vying for the seat being vacated by Dan Deming.

Polls are open until 7 p.m. Mailed ballots must be postmarked by the end of the day today. Ballots returned in person must be dropped off at the clerk’s office by 7 p.m.


Despite lower coal shipments, BNSF has strong second quarter

HUTCHINSON, Kan. — BNSF Railway continued to move forward with a strong second quarter earnings report.

The nation’s second-largest railroad reported total revenue of $5.8 billion in the second quarter compared with $5.2 billion in the same period last year. Net income for the period totaled $1.3 billion compared with $958 million in 2017.

Car loads increased across the board with the exception of coal, which fell slightly. Industrial products led the way, increasing by 10 percent due to a strength in the energy and industrial sectors, which drive demand for sand, petroleum products, steel and plastics. Ag shipments also increased by 9 percent because of strong export and domestic grain shipments.

Owned by Berkshire Hathaway, BNSF carries a total valuation in Reno County of more than $7.4 million on property taxes of nearly $1.2 million, making it the third largest property tax payer in the county.

City sets public hearing for 2019 budget

Majority of Reno County Commission opposes adding nuisance policy

HUTCHINSON, Kan. — It doesn’t appear that Commissioner Dan Deming is finding much support from the other two commissioners for putting a nuisance policy into place.

Deming says he received three call and three emails opposed to any such policy, but received three calls and six emails in favor. Add that to the 18 who signed the petition over the condition of a home and property on Zolman Road. He says that’s 27 people who he says want such a policy.

However, Commission Chair Ron Hirst and Commissioner Bob Bush are not in favor. “It seems like we’re creating a whole bureaucratic system and adding additional cost just so we can go out to two, three or four properties to say, look at us, aren’t we great and we’re going to help you out, and I don’t know if that’s great public policy to create these policies that go on forever and cost forever that taxpayers have to pay for,” Bush said.

Deming argues that there needs to be some type of protection, some type of relief for those who live in these situations and wanted to merely put together language for consideration at a later date. However, Deming says, since he doesn’t have the support of the other two commissioners, they’ll just move on.

State Fair Board meets Wednesday

HUTCHINSON, Kan. — The Kansas State Fair Board will take the next step in its search for a new General Manager Wednesday.

During its monthly meeting, the board will conduct three interviews for the position that was vacated last year by the resignation of Susan Sankey. Since then, Bob Moeder has been the interim GM. Moeder says the board will interview the three finalists, then go into executive session. Moeder could not say whether the board will take any action from there.

Also Wednesday, the board will get an update from the building committee and Moeder on the status of the fair as it is now, less than a month away.

The number of grandstand concert tickets sold has pleased the board. Moeder says ticket sales have surpassed the 12,000 mark, which is well ahead of last year. The Beach Boys have sold the most tickets.

The Kansas State Fair kicks off Sept. 7.

Reno County Commissioners approve 2019 budget

HUTCHINSON, Kan. — After the Reno County Commission held its formal hearing over the budget Tuesday, commissioners approved the county budget for next year. The mill levy will stay at 41.675 mills. The total budget will be $67,252,698.

Commissioners also approved the 2018–2019 health insurance renewal with Blue Cross and Blue Shield of Kansas and set employee rates, which will rise 4 percent.

An agreement with Simplifile, LC, for the electronic and digital recording of documents for the Register of Deeds office was approved.

The commission also discussed a proposal from Miller Homebuilders to build a new maintenance building for the county at a cost of $46,472. This would be built on the property in South Hutchinson, which at one time was used by the noxious weeds department.

The county is expected to approve that item at next week’s meeting.

Sellers wins county seat

HUTCHINSON, Kan. — He has served on the Hutchinson City Council. He chaired the Sports Arena Building Committee. Now, Ron Sellers is the new County Commissioner in the First District.

Sellers won in the primary against Kris Knowles Tuesday night and will take the seat being vacated by Dan Deming.

 

 


Waggoner leads Becker by single vote in unofficial results

HUTCHINSON, Kan. — After a contentious campaign, things could not get any closer in the race for the 104th District state seat. When the final unofficial results were tallied, Paul Waggoner was ahead of incumbent Steven Becker by one, single vote: 2014 to 2013.

That of course does not count the mail-in ballots that were postmarked Tuesday. Those could still come into the clerk’s office in the next day or two.

Both men targeted each other for the past month, attacking each other at every turn.

Results will not be final until the votes are canvassed later this week.

 

 

HutchCC BOT hearing Thursday

HUTCHINSON, Kan. — The Hutchinson Community College Board of Trustees will hold a public hearing on the 2019 budget Thursday.

The proposed budget for next year is $76,024,933 on taxes levied of $13,354,950. With that, the mill levy will stay at 22.5 mills.

The budget request is always much higher than the actual amount spent during the year, so the college has some wiggle room in its spending authority if revenues come in higher than expected. The actual expenditures usually total around $44 million to $46 million.

Also Thursday, the board will go over its strategic planning report and hear the annual assessment report for the past year.

The Thursday meeting of the HutchCC Board of Trustees begins at 7 p.m. at the Shears Technology Center on the HutchCC campus.

Fair Board to begin negotiations with potential new GM

HUTCHINSON, Kan. — The Kansas State Fair Board allowed a special committee to begin the negotiating process for the fair’s new general manager, but stopped short of taking action on naming the next leader of the Great Kansas Get-Together.

During Wednesday’s meeting, the board interviewed three finalists, then went into executive session. When board members came out, they approved the negotiation process with two candidates, but did not release their names. A special meeting could be held in the coming weeks to hire the new GM.

Interim GM Bob Moeder commented on the continued search for replacing Susan Sankey, who resigned last year to take another job:

 

As far as the approaching fair goes, Moeder says things are looking very strong for this year’s event. Most revenue numbers are running ahead of last year’s pace:

 

Also Wednesday, the board approved a recommendation from the Building Committee to spend an amount that won’t exceed $25,000 for roof repairs to both Sunflower buildings. The board briefly discussed the master plan with Schaefer Johnson Cox Frey Architects and went over the marketing campaign with Lori Bower from BowerComm media.

Boil water advisory issued for area mobile home park

HUTCHINSON Kan. — For the second time this year, a small rundown mobile home park located near Yaggy Field is under a boil water advisory.

The Kansas Department of Health and Environment issued the advisory for Western Acres Mobile Home Court.

The advisory took effect Wednesday morning and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.

Residents in the area should boil water for one minute before drinking or preparing food, or use bottled water. Residents should not use ice from a household automatic ice maker and disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The mobile home park was under the same advisory in February. The KDHE took action, but the land owner failed to collect required bacteriological samples, resulting in an unknown water quality.

The advisory will remain in effect until water samples can be tested by the KDHE.

Suspect in domestic case now faces 16 charges

HUTCHINSON, Kan. — A 41-year-old Hutchinson man accused in a domestic case now faces a total of 16 charges.

Gregory Collins is charged with aggravated kidnapping, aggravated battery, aggravated assault and criminal damage to property. During the preliminary hearing, however, the state charged him with three counts of solicitation to commit perjury and nine counts of violation of a protection from abuse order.

The state is now alleging that Collins may have been attempting to influence the victim’s testimony and that, even though he was in prison, made contact with the victim as many as 500 times and attempted another 300 times. The victim claimed she didn’t know there was a protection order and that the Kansas Department of Corrections stated it didn’t have one. But, Judge Joe McCarville printed out a copy of the order he issued.

The case itself happened around 12:20 a.m. on Jan. 4 when the victim was reportedly attacked with a knife. Collins is also accused of holding the victim against her will, putting her in fear of her safety and causing damage to the home in the 600 block of East F. He is also accused of heating up a taser, then putting it against her neck and threatening to kill her.

On the stand, the victim testified that she struck him first after accusing him of cheating because he was texting someone after he had come home. She also told the court they had both been drinking and that he was high. At one point, she told Judge Joe McCarville, “I don’t want to do this.” But the judge informed her that she was under subpoena and told her to answer the state’s questions.

Detective Jamie Schoenhoff was also on the stand and testified that the victim’s statement after the incident was far more detailed than her testimony Wednesday.

With him bound over for trial, Collins will be arraigned on the 16 charges Sept. 3.
